From 1939 to 1941 the Soviet Union concluded the secret Ribbentrop-Molotov Pact, secured friendship with Hitler's Germany, declared war on Finland, occupied the Baltic States and partially annexed Poland.  Viewed today, these actions might seem alarming.  But in fact, they created the very conditions that would lead the USSR and its allies to victory four years later.
